Consulting is a people business, which means the tax questions are about where you are, not where the server is. A Bulgarian EOOD works well for advisors who travel or have genuinely moved, and works badly for advisors who sit in one high-tax country and pretend otherwise.

Why it fits consultants and advisors

  • Fee income converts to profit almost one-to-one, so the 10% corporate rate has an outsized effect compared with capital-heavy businesses.
  • An EU entity with a VAT number removes friction with corporate procurement, which often refuses to onboard sole traders.
  • Retainers and project fees can be invoiced in EUR, and Bulgaria is on the euro from 2026, which removes the old lev conversion step.

Advisory services to EU businesses fall under the general B2B place-of-supply rule and are reverse-charged to the client. Services to non-EU clients are outside the scope. Once your Bulgarian-source turnover crosses the registration threshold, or as soon as you make an intra-EU supply, registration becomes mandatory.

Substance and residency

Consulting has the highest permanent-establishment risk of any service business because the value is created wherever you physically work. If you spend most of the year in one country, that country has a credible claim on the profit. Structure the travel pattern first and the company second.

Paying yourself

A management contract with a declared contribution base keeps social security and health cover in order; profit above that is distributed at 5%. Consultants with lumpy income often set the base once a year and true it up.

Will my corporate clients accept invoices from a Bulgarian company?

Almost always. A Bulgarian EIK and VAT number is an ordinary EU supplier record, and reverse-charge handling is standard in accounts payable systems.

Can I have associates work under the company?

Yes, either as employees on Bulgarian payroll or as subcontractors invoicing the EOOD. Payroll adds cost but strengthens the substance story.

Is consulting income taxed differently from other profit?

No. It is ordinary corporate profit taxed at 10%, with the usual 5% on dividends.
